For secure emergency calls: Mobile network operators must ensure emergency power from 2031

Swiss mobile network operators need to better protect their networks against power outages. The failure of mobile services can cause considerable economic damage and endanger people's safety. The Federal Council has adopted a corresponding revision of the ordinance.

From 2031, Swiss mobile network operators will have to install an emergency power supply at key locations and antennas. This is intended to ensure that mobile phone coverage is maintained for at least four hours in the event of power cuts. The Federal Council has amended the Telecommunications Services Ordinance (TSO) for this purpose.

In the event of a power failure, emergency calls, telephony and the Internet must remain available via mobile communications. This also applies to radio programs that are transmitted via the Internet. To relieve the strain on their networks, mobile network operators may restrict the transmission of videos and TV programs. From 2031, emergency calls must work for four hours, all other services from 2034.

With the partial revision of the FDV, Switzerland will harmonize the level of protection of mobile networks with other European countries.

Adjustments after consultation

The Federal Council originally wanted operators to have to secure mobile communications even in the event of power outages lasting up to three days and repeated shutdowns. The telecommunications industry and trade associations criticized the requirements in the consultation process as being too complex and difficult to implement.

At a round table chaired by Federal Councillor Albert Rösti, the mobile phone operators and the Federal Department of the Environment, Transport, Energy and Communications (DETEC) agreed on the present solution.

In a second stage, DETEC is examining the extent to which further hardening of the mobile radio networks can be implemented for scenarios such as a power shortage or power outages lasting several days. This work is being carried out with the involvement of the Federal Department of Economic Affairs, Education and Research and the Federal Department of Defense, Civil Protection and Sport. The aim is to determine the next steps by the end of 2027 at the latest.

The amendment to the FDV will enter into force on March 1, 2026.
