No uniform severe weather warnings

The Federal Council does not currently see the basis for harmonization of severe weather warnings by all weather service providers.

The natural hazard agencies of the federal government have standardized the warning system and coordinate their activities in the event of an incident. However, there are no binding standards for the warning activities of private providers such as SRF Meteo, Meteogroup Schweiz AG or MeteoNews AG. There are currently differences both with the federal government and among the private providers, according to the federal council's statement. The reason for these differences are either different meteorological assessments or differences in the way warnings are prepared and communicated.

Based on the postulate Vogler (14.3694), the Federal Council has to examine whether and how the warnings of the federal government and the private weather service providers could be standardized. The Federal Council emphasizes that it does not consider a legal regulation for the standardization of severe weather warnings to be proportionate. This would be tantamount to interfering with economic and media freedom. In the event of great danger, the federal government already has the possibility of reaching the general public with warnings that must be disseminated. As a rule, cantonal and municipal authorities would consult the federal government's warnings. An agreement on a common standard on a voluntary basis had not been reached. However, the dialogue with the private providers will be continued, it concludes.
