Guard register: dissatisfied BDSW
At the beginning of June a year ago, the guard register was launched in Germany as a digital showcase project of the Federal Ministry of Economics. Unfortunately, the hopes placed in the project have not been realized, as the industry organization BDSW writes. On the contrary, the register has become an obstacle for companies in the security industry.
"In the guard register (BWR), all security companies and their employees are to be registered and administered by the municipal regulatory authorities (cf. here). The digitization of administrative processes was intended to simplify the permit process for security companies and speed up background checks on employees. After one year of operation, none of this has been satisfactorily processed: Neither are all 7,000 security companies registered in the BWR, nor are the 270,000 security personnel activated in the BWR," emphasized Harald Olschok, CEO of the German Federal Association of the Security Industry (BDSW).
What are the reasons?
According to the BDSW, the reason lies in the lack of personnel, technical and professional preparation of the municipal administration by the federal states. As a result, it says, there has been a massive processing backlog in many municipalities. "75 percent of our members are currently waiting more than four weeks for staff to be released for deployment to customers. This is an untenable state of affairs, and this government inaction is massively impairing the performance of the security industry," Olschok said.
Unfortunately, the experience with the BWR would once again exemplify that the Federal Ministry of Economics is light years away from its political goals and announcements to advance the digitalization of administrative processes for the benefit of the economy in Germany. "After one year, the BWR has led not to less, but to more bureaucracy for the security industry. Unfortunately, this means it remains a permanent construction site, and today's anniversary is no cause for celebration," Olschok concluded.
