Guard register is unlocked
It is intended to bring more transparency and reliability to the security industry: In Germany, the central guard register will be activated for the first time on June 1, 2019.
At Guard register all private security guards will be registered and managed. "In principle, we welcome the register, as it will help to reduce bureaucracy and significantly speed up background checks on tradespeople and employees in the medium and long term," said Gregor Lehnert, president of the German Security Industry Association (BDSW).
Tight deadlines
One challenge, however, is the extremely short time frame for the initial filling of the register with employee data by the security companies. So far, he said, it is not clear whether security companies will be able to populate the registry with data on all of their roughly 267,000 employees by the deadline of June 30, 2019. "The scarce time remaining until the start of the register must be used as effectively as possible in a joint effort by the state and the security industry," Lehnert said.
More transparency
The guard register was introduced as part of the Second Law Amending Guarding Regulations. For the first time, all of the approximately 267,000 employees and the more than 6,500 security companies are recorded in this register. "We hope, just like the legislator, that this will provide more transparency about the security companies on the market and significantly shorten the often far too long duration of the background checks of employees," concludes Lehnert.
