Federal asylum centers: security companies wanted
The federal government commissions private security companies to provide security in and, in some cases, around federal asylum centers. The State Secretariat for Migration is now retendering the mandate for these security services to be provided throughout Switzerland.

The State Secretariat for Migration (SEM) operates federal asylum centers (BAZ) in six asylum regions throughout Switzerland. The SEM therefore requires security services from private providers for checks on the premises, inside the buildings and for external patrols. The existing contracts would expire at the end of this year. The subject of the tender is therefore Switzerland-wide security services in all federal asylum centers from Jan. 1, 2020, to Dec. 31, 2021. The framework contracts can optionally be extended twice for three years, but not beyond Dec. 31, 2027, the SEM writes.
Detailed specifications
The invitation to tender is issued in accordance with the legal requirements of public procurement and is available on the electronic procurement platform www.simap.ch published. The documents contain detailed specifications, a draft contract and information on quality requirements. In the context of suitability, the providers must in particular demonstrate that they have sufficient human resources to fulfill the contract in a results-oriented and timely manner, according to the SEM press release. The bids must also be accompanied by concepts on the suitability for fluctuation as well as on the training and further education of the employees. The SEM also attaches importance to the promotion of employees in the area of intercultural competence. In the weighting of the award criteria, great importance was attached to qualitative aspects. In addition to reference projects, particular consideration would be given to the skills of the project supervisors.
The call for proposals was recently published. The deadline for entries is July 25, 2019.
