Federal Council wants to digitize the registration of motor vehicles

The Federal Council has decided to digitize and simplify the type approval process for motor vehicles. In future, all authorities involved in the approval process should have quick and easy access to the relevant data. The Federal Council opened the corresponding consultation procedure today.

In Switzerland, new vehicles can be individually approved for circulation by means of a type approval, a data sheet, an EU Certificate of Conformity (CoC) and with certificates or declarations of conformity or with a comprehensive technical inspection.

From 2026, a new registration procedure for fully approved vehicles (cars, vans, minibuses, trucks, company cars and trailers) will be implemented in the EU. Some manufacturers are already providing the registration authorities with electronic certificates of conformity (eCoC) for the registration procedure for new vehicles. At the same time, the previous CoC in paper form will no longer be mandatory.

As more than 80 percent of vehicles on Swiss roads are registered on the basis of a European general authorization, the Federal Council wants to adapt Swiss law in order to benefit from the advantages of the eCoC.

Less effort - more precise vehicle data

The new procedure reduces the administrative workload and is largely paperless. All involved parties (manufacturers, importers, sellers, suppliers, hauliers, workshops and authorities) have access to the data of the respective vehicles. For vehicles with an eCoC, the Federal Roads Office can also provide the data required for registration with the canton quickly and with little effort.

Another new feature is that relevant technical data for each individual vehicle is recorded electronically. Among other things, this precise individual vehicle data brings advantages in the statistical evaluation of registration data. For example, the evaluation of CO2 emissions from new vehicles will be more accurate in future.

Today, the Federal Council opened the consultation on the necessary amendments to the relevant ordinances. It will last until November 14, 2024.
