Entry into force of new fire protection regulations now planned for 2027
The draft of the new fire protection regulations is complete. A consolidation phase postpones key dates: The technical consultation will start in September 2025, the political consultation in August 2026 and approval is planned for March 2027.

As planned, the draft of the new fire protection regulations is available for the first time as a complete work and is in a very good state.
The steering committee of the FSIO 2026 project has now studied the entire document in detail. It has determined that detailed coordination between the different parts of the regulations is still necessary in some areas. In addition, it has made new decisions based on an overall analysis, the impact of which on the content of the new fire safety regulations must be examined in detail. Against this background, the steering committee has decided to introduce a consolidation phase.
The introduction of a consolidation phase has an impact on the FSIO 2026 project:
- The technical consultation will now start in September 2025. This will prevent consultation participants from providing feedback on points that can now be adjusted as part of the detailed votes.
- Training courses on the new fire safety regulations will now start in December 2025. However, the training concept will not be changed.
- The political consultation process will now start in August 2026.
- The application to bring the new fire safety regulations into force will be dealt with in March 2027, taking into account the frequency of the IOTH Plenary Assembly.
This results in the following adjusted milestone planning:
September 2025 - January 2026 | Technical consultation (4 months) |
December 2025 | Start training courses |
August - November 2026 | Political consultation (3 months) |
March 2027 | Approval by the Plenary Assembly of the IOTH |
The VKF is currently working on aligning the detailed planning with these new milestones.
The overall project management has decided to retain the project name "BSV 2026".
