Plan of action against terror

With the action plan "Radicalization and Terrorism", the government council of the canton of Basel-Stadt presents an overarching concept as well as selective reinforcements of its cantonal police. The population is served with a flyer.

In November 2016, the canton of Basel-Stadt created an interdepartmental "Radicalization Task Force. It ensures coordinated action between the departments through regular exchange and professional agreements, writes the government. The "Radicalization Contact Point" affiliated with the Prevention Service of the Basel-Stadt Cantonal Police (Kapo) is open to all persons who notice the potential radicalization of a person in their environment: in 2017, 21 inquiries about suspected radicalization were received there; the contact point looked at nine cases in greater depth. Now the government council is examining the expansion of these structures into a comprehensive threat management system. This is intended to strengthen early detection through the inclusion and networking of other departments.

Flyer for the population 

In order to raise awareness among the population, the Basel Kapo has a new Flyer which shows the rules of conduct in the event of an attack with easy-to-understand pictograms. The training of the Kapo and the rescue was also supplemented with regard to terrorist threats. The corps is also to receive new protective equipment and submachine guns. A new special vehicle is also planned for the special units, which can be used for evacuating people from unsecured areas or for intervention. For equipment and the special vehicle, the government council is asking the Grand Council to approve a one-time budget of 4.49 million francs and a recurring budget of 250ʹ000 francs.
