There, in the AK-Digitalisierung, more than 20 participants are dealing with the effects of the transformation of cities into smart cities and the consequences for resource and energy consumption, the climate, democracy and the threat of electrosmog pollution from 5G.

Federal Resolution

"Protection and precaution of the population and environment from Radio radiation"

The Federal Delegates Assembly of the Federation calls on the Federal Government to protect the population and the environment from high-frequency electromagnetic radiation caused by the increasing use of transmitters and terminal equipment effectively or as a precautionary measure and to issue binding regulations. The following regulations should be considered:

In the planning and construction of mobile radio transmitters, special consideration must be given to sites with sensitive uses (places where people spend time, especially kindergartens, schools). For this purpose, significantly lower system limits and distance rules must be specified under the precautionary aspect, which - unlike in the past - also adequately take into account and help prevent non-thermal health effects. For the planning of municipal mobile radio concepts, a handbook is to be developed.

All manufacturers of devices that operate with RF EMF must be obliged by means of binding specifications to ensure that the transmitting power (e.g. in WLAN routers, baby monitors) is automatically reduced and that the devices switch off automatically when not in use or are activated only when necessary (minimization requirement).

A labeling obligation is to be introduced for public WLAN hotspots to enable more sensitive persons to avoid them. Radiation sources required at the workplace are to be used only when necessary and, if possible, in specific places and with minimized radiation, which is to be checked regularly by the employer. Radiation-free or radiation-reduced areas are to be set up in public transportation. Advertising aimed at children for Cell phones must not be allowed. In educational institutions, wiring shall be standard.

For toys with radio links, child-specific requirements must be integrated into toy regulation. A framework must be established and reviewed for frequency, power and area of application. Non-binding guide values must be made legally binding and supplemented by precautionary values adapted to risk groups. The digital water, electricity and gas meters (smart meters) that will be mandatory in the future must not be operated exclusively by radio module. The data transmission intervals must be limited to the minimum required for billing.

Justification

It has long been known that, in addition to the heating of body tissues by radiofrequency radiation, there are also other observations of varying quality on other biological effects that are scientifically undoubtedly harmful. The existing immission limits are intended to protect against the known heating effects. In addition, the influence on brain waves is also considered to be sufficiently scientifically proven. For further effects, such as the influence on the blood circulation of the Brain, impairment of sperm quality, destabilization of genetic information, and for effects on gene expression, programmed cell death, and oxidative cell stress are seen.
