Sicherheitsverbund CH: Administrative agreement approved

The Confederation and the cantons will continue the Swiss Security Network next year. The Federal Council recently approved the administrative agreement on the Swiss Security Network and instructed the head of the FDJP and the head of the DDPS to sign the administrative agreement with the cantons.

In spring, the Federal Council decided to continue the Swiss Security Network after its pilot phase from January 1, 2016. At the plenary meeting of the Conference of Cantonal Justice and Police Directors (KKJPD) and the Intergovernmental Conference on Military, Civil Defense and Fire Services (RK MZF) this spring, the cantons also voted in favor of continuation. The federal government and the cantons have agreed to conclude an administrative agreement for the continuation.

The administrative agreement regulates the Security Network Switzerland the organization of the organs and their tasks as well as the joint financing of the Secretariat. As of January 1, 2016, the permanent bodies of the Swiss Security Network are the Political Platform and the Operational Platform (referred to as the Steering Committee during the pilot phase). The Operational Platform will continue to be composed of six permanent representatives each from the Confederation and the cantons from the security policy area. On the federal side, the former seat of the Steering Committee Intervention against Natural Hazards (LAINAT) will be filled by the Federal Customs Administration. Working groups are not permanent bodies; they are set up temporarily to deal with specific topics. Representatives of the Confederation, the cantons, the communes and the private sector can sit on the working groups. The Extended Steering Committee will be abolished after the pilot phase.

The cantons were consulted on the draft administrative agreement. They will discuss the administrative agreement at the autumn meeting of the KKJPD and the RK MZF on 12/13 November 2015. Subsequently, the administrative agreement will be ratified by the members of the Political Platform of the Swiss Security Network. It is scheduled to enter into force on January 1, 2016.
