Swiss civil protection relies on the rapid and secure exchange of data as part of its tasks. On 9 September 2019, Parliament therefore approved a commitment credit of CHF 150 million for the implementation (development and procurement) of the national secure data network system (SDVS). The importance of secure data exchange is underlined by the current security policy situation.<\/p>\n

The Secure Data Network Plus (SDVN+) is part of the SDVS and forms the foundation for this project. As a broadband Layer 2 transport network for large volumes of data, SDVN+ is intended to form the basis for all security-relevant telematics systems in civil protection. It is based on the Swiss Command and Control Network (CH). The SDVS also includes a data access system (DZS), a situation network system (LVS) and the functional replacement of the VULPUS reporting system (FEV).<\/p>\n

According to previous planning, the cantons should be connected to the SDVN+ by the end of 2024 as a first step. This will be followed by the connection of the federal sites and finally the operators of critical infrastructures.<\/p>\n

There is currently a delay of around 8 months in the SDVN+ for the development of the cantonal sites. The extensive development and approval of the planning basis for the construction of the fiber optic infrastructure took longer than planned in the complex environment between the federal government, cantons and third parties. There were also challenges in procuring the necessary IT components. Despite accelerating measures in the project, these circumstances could not be fully compensated for.<\/p>\n

Due to this situation, the FOCP, in collaboration with the Armed Forces Cyber Command and armasuisse Real Estate, has initiated a revision of the development planning for the sites. The partners will then be informed about their specific development.<\/p>\n
