Technical developments in the video surveillance industry have made rapid progress over the past 15 years. The 2014 edition was based on the technical standards of the early 2010s and was the first IEC standard to emerge from EN 50132-7. Compared to established standards in fire or intrusion detection technology, the standards in the field of video surveillance were still relatively young and less mature. This led to a learning curve that made it necessary to revise and improve the application guidelines.<\/p>\n

A significant error in the content of the previous version concerned the identification of persons on video recordings. The 2014 standard assumed that a person who is shown in full height on an analog PAL monitor can be identified beyond doubt. However, this assumption proved to be flawed, as even DNA analyses cannot provide absolutely unequivocal identification. As a result, the standard was rarely applied in its full scope in professional video surveillance.<\/p>\n

New features in IEC 62676-4:2025<\/h3>\n

Among other things, all pixel densities have been completely redefined to correct the incorrect assumption of the previous version. This results in new test charts that can be used to prove that the quality of video recordings meets the previously defined operational requirements. In addition, the new standard requires the creation of a safety concept as the basis for planning a VSS. This concept should follow the sequence of hazard analysis -> risk assessment -> definition of risk treatment measures and serves as the basis for allocation to four different security levels, either according to system size (number of cameras), applications or for systems in critical infrastructures with the highest security levels.<\/p>\n

The security concept is used to create a formal declaration that sets out the necessity, justification and purpose of the VSS. The operational requirements (OR) clearly define the system functions expected by the customer. If there is an agreement between the installer and the customer, the OR can be defined as part of the system design and specification and clearly identified in the document.<\/p>\n

The planning process promotes the clarification of who uses the VSS, where and when it is used and what it is for. The ORs are created by owners, operators and all stakeholders who require information from the VSS. In later phases, experts should be involved who can translate the aforementioned requirements into technical specifications and test procedures.<\/p>\n

Regular checks ensure that the implementation fulfills the OR. Without OR and corresponding tests, it is not possible to assess whether the VSS is achieving its purpose during operation. The operation of a VSS is now also regulated and raised to a level comparable with other safety disciplines. Safety is no longer a \u00abnice-to-have\u00bb.<\/p>\n

What does this mean for operators?<\/h3>\n

Security must no longer be seen as a reaction - it must be an integral part of the corporate strategy. National and European institutions are responding with new regulations that demand active, comprehensible action. Today more than ever, those responsible for security must prove that they can recognize, document, control and communicate risks with foresight.<\/p>\n

What does this mean for planners and installers of video security systems?<\/h3>\n

The new standard requires both a comprehensive and structured approach to the planning and operation of video security systems. Both planners and installers will need to familiarize themselves with the new requirements to ensure that their systems meet the new standards. This means comprehensive training and proof of competence for all stakeholders involved.<\/p>\n

From theory to practice: the core requirements of the standard<\/h3>\n

IEC 62676-4 describes the complete life cycle of a professional video security system: from risk analysis and planning to technical implementation, operation, maintenance and training. It also defines minimum standards for technology, personnel and processes - precisely the factors that are crucial in a networked security landscape.<\/p>\n

Why is the standard so relevant?<\/h3>\n

At a time when more and more legal requirements are being imposed on companies - for example by KRITIS, NIS2 or CRA - IEC 62676-4 creates a binding set of rules that standardizes security concepts, improves auditability, enables eligibility for funding and specifies requirements for operational safety. Companies that follow this standard actively document their commitment to professional, compliant security design - a strong signal to authorities, customers and partners. For operators of critical infrastructures, public institutions and many companies, it is increasingly becoming a legal obligation. Those who fail to protect risk not only data loss or business interruptions, but also severe fines, reputational damage or even a ban on operations.<\/p>\n
