Despite clear legal requirements, standards and technical solutions, around 70,000 accidents occur in Switzerland every year in connection with storage and internal traffic - around 30 % of all occupational accidents.<span style=\"font-size: 10px;\">1<\/span><\/p>\n<p>For occupational safety specialists, the question is therefore not so much whether measures are necessary, but rather how warehouse and racking safety can be implemented systematically, effectively and practically.<\/p>\n<p>The warehouse landscape has changed significantly in recent years. In addition to traditional rack warehouses with manual loading, automated high-bay warehouses, hybrid picking zones, deep-freeze warehouses or areas with reduced oxygen content are now used. Despite this diversity, key basic requirements can be identified that apply to a large proportion of warehouses. In the case of special operating conditions, additional legal requirements and specific aids, in particular from Suva and VKF, apply.<\/p>\n<h3>Five central fields of action<\/h3>\n<p>For standard warehouses without special risks - such as hazardous substances, explosion protection, refrigerated or high-risk warehouses - the requirements for occupational safety can be divided into five fields of action:<\/p>\n<ol>\n<li>Legal basis and organization<\/li>\n<li>Infrastructure and traffic routes<\/li>\n<li>Warehouse operation<\/li>\n<li>Work equipment and working technique<\/li>\n<li>Emergency, fire and escape routes<\/li>\n<\/ol>\n<h3>1. legal basis and organization<\/h3>\n<p>Responsibility for occupational safety always lies with the employer and cannot be delegated. Both Art. 82 UVG and Art. 6 of the Labor Act oblige employers to take all measures that are necessary according to experience, applicable according to the state of the art and operationally appropriate.<\/p>\n<p>The reference to the state of the art is central. This is specified by standards and must therefore be taken into account during implementation. SN EN 15635 (Safe use, inspection and maintenance) is particularly important for racking systems. Other standards on the dimensioning, tolerances, project planning and testing of racking systems are also relevant.<\/p>\n<ul>\n<li>Central organizational requirements are:<\/li>\n<li>Systematic prevention (hazard identification, risk assessment, action planning, instruction and effectiveness monitoring),<\/li>\n<li>clear responsibilities and authority to issue instructions,<\/li>\n<li>Documented maintenance of work equipment in accordance with EKAS Guideline 6512 and VUV Art. 32b,<\/li>\n<li>Appointment of a person responsible for regular visual inspections in accordance with SN EN 15635.<\/li>\n<\/ul>\n<p>A clearly defined escalation process for safety-relevant deviations facilitates consistent implementation in day-to-day operations.<\/p>\n<h3>2. infrastructure and traffic routes<\/h3>\n<p>The structural and technical infrastructure forms the basis for safe warehouse operations. This includes hall construction, floor conditions, circulation areas, stairs, landings and escape routes as well as technical equipment such as lighting, fire alarm systems, sprinklers or smoke and heat extraction.<\/p>\n<p>Racking safety begins with the assembly. Racking systems must only be assembled in accordance with the manufacturer's instructions and, if forklift trucks are used, must generally be anchored and fitted with suitable collision protection. An acceptance test after assembly is recommended.<\/p>\n<blockquote><p>\u00abMany serious accidents in the warehouse can be avoided through clear organization, consistent housekeeping and regular checks.\u00bb<\/p><\/blockquote>\n<p>There is a particular focus on traffic routes, as this is where a large proportion of accidents occur. They have proven their worth:<\/p>\n<ul>\n<li>the separation of pedestrian and vehicle traffic,<\/li>\n<li>Sufficient aisle widths,<\/li>\n<li>Good visibility thanks to lighting and mirrors,<\/li>\n<li>non-slip and intact floors,<\/li>\n<li>Regular checks for obstacles and soiling.<\/li>\n<\/ul>\n<h3>3. warehouse operation<\/h3>\n<p>Consistent compliance with manufacturer and standard specifications is crucial during operation. Damage to racking systems must be reported, assessed and documented immediately. SN EN 15635 provides for the traffic light principle (green, orange, red). Damage to upright bases, diagonal braces and cross beam interlocks is particularly critical. In the event of serious damage, the affected shelving bays must be relieved immediately and blocked.<\/p>\n<p>Other key points in warehouse operations are<\/p>\n<ul>\n<li>safe storage and stacking, taking into account the load-bearing capacity,<\/li>\n<li>Highly visible and durable load plates,<\/li>\n<li>No modifications to shelving systems without the manufacturer's approval,<\/li>\n<li>Consistent monitoring of pallet quality, as damaged pallets significantly increase the risk.<\/li>\n<\/ul>\n<h3>4. work equipment and working techniques<\/h3>\n<p>Work equipment and work technology have a significant impact on health and safety in warehouses. In addition to traditional aids, ergonomic assistance systems have developed considerably in recent years, such as vacuum lifters, height-adjustable lifting tables, electric traction devices, exoskeletons and robotic transport systems.<\/p>\n<p>The aim is to design the work to be low-stress, especially when handling loads manually. Suitable aids are part of health protection in accordance with the Occupational Health and Safety Act.<\/p>\n<p>The main principles are:<\/p>\n<ul>\n<li>Only use and maintain work equipment as intended,<\/li>\n<li>Only allow industrial trucks to be operated by trained and instructed persons,<\/li>\n<li>clear operating rules for internal traffic,<\/li>\n<li>use personal protective equipment (PPE) where risks cannot be sufficiently reduced technically or organizationally.<\/li>\n<\/ul>\n<h3>5. emergency, fire and escape routes<\/h3>\n<p>Even with consistent prevention, incidents cannot be completely ruled out. A functioning emergency, fire and evacuation organization is therefore a central component of occupational safety in the warehouse. In high-bay and high-bay warehouses in particular, several risk-increasing factors come together: high fire loads due to goods, packaging materials and pallets, rapid spread of fire and narrow traffic and escape routes.<\/p>\n<p>Special requirements also arise in high-bay warehouses due to great heights, long rescue times and limited self-rescue options. Emergency and fire protection concepts must take these conditions into account.<\/p>\n<p>Central organizational elements are<\/p>\n<ul>\n<li>a clearly defined emergency organization with roles, responsibilities and deputies,<\/li>\n<li>an evacuation concept with decision-making logic (evacuation, partial evacuation), assembly points and control of completeness,<\/li>\n<li>suitable means of communication in the event of an incident,<\/li>\n<li>Regular instructions and exercises, also for temporary staff and new employees.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Escape routes and emergency exits must be kept clear, adequately dimensioned, marked and illuminated at all times. Requirements for escape route lengths, widths and characteristics are based on labor law and the VKF fire protection regulations. In practice, blocked emergency exits, restricted escape route widths or temporarily parked pallets are among the most common deficiencies.<\/p>\n<p>Housekeeping is a significant, often underestimated factor. Packaging materials, foils, waste and empties significantly increase the fire load and facilitate the rapid spread of fire. Defined disposal points, regulated collection and - where appropriate - non-flammable or self-extinguishing waste containers make a significant contribution to reducing the risk. Empty containers and empty pallets should be organized in designated areas and in accordance with the fire protection concept wherever possible.<\/p>\n<p>In addition to organizational measures, structural and technical fire protection measures are also relevant. These include fire compartments, fire alarm systems, smoke and heat extraction systems and - particularly in large or automated warehouses - extinguishing systems such as sprinklers. Operators are responsible for ensuring the operational readiness of these facilities and organizing their maintenance.<\/p>\n<p>Finally, access for the fire department must also be ensured in the event of an incident. Fire department access roads and set-up areas must not be used as parking or buffer areas. Access regulations, property information and contact persons should be clearly defined and coordinated with the responsible authorities.<\/p>\n<h3>Conclusion<\/h3>\n<p>The requirements for occupational safety in warehouses are varied, but are well described and can be implemented by the applicable laws, guidelines and standards. Safe warehouse operation and the guarantee of racking safety in accordance with SN EN 15635 can be achieved most effectively if racking systems are not only constructed in compliance with standards, but are also systematically operated, monitored and maintained throughout their entire life cycle. Clear responsibilities, documented processes, regular checks and consistent handling of deviations are crucial.
