Number of new IV pensions remains stable

The number of newly awarded IV pensions remains stable and was again at 14,000 weighted units in 2016. At the same time, the IV is stepping up its reintegration measures.

Reintegration instead of pension is the new focus of IV

In 2016, 14,100 weighted pensions were newly drawn in the IV (Switzerland and abroad). Since the peak year of 2003, with 28,200 weighted new pensions, their number has fallen by 50 percent. It has stabilized at the level of around 14,000 per year since 2012. In January 2017, the number of current pensions was 219,100, a further decrease of 2,900 weighted pensions from the previous year (down 1.3 percent). The decrease from the peak in January 2006 is 15 percent.

Integration instead of pension

While the number of new pensions halved between 2003 and 2012, the IV has implemented significantly more measures for occupational integration every year since 2008 (plus 4 percent from 2015 to 2016). These figures reflect the fundamental reorientation of disability insurance from a pension to an integration insurance. With the monitoring of occupational integration, the path of insured persons who have received certain integration measures can be evaluated over a period of several years in terms of their employment, their income, and their receipt of benefits from IV, unemployment insurance, or social assistance. This allows conclusions to be drawn about the effect of the occupational integration measures, although not a comprehensive and conclusive assessment.

Combating insurance fraud has come to fruition

In 2016, the IV completed 1950 investigations into suspected insurance fraud. The suspicion was confirmed in 650 cases, resulting in a reduction or cancellation of the pension or the non-granting of a pension. This results in an extrapolated total saving for the IV of around CHF 178 million, at a cost of around CHF 8 million. The establishment of a professional, uniform anti-abuse system by the cantonal IV offices began in August 2008. The figures for the last few years show that the procedure has become established and the build-up phase is over.
