Avec la NCS, la Conf\u00e9d\u00e9ration adopte une approche globale pour renforcer la cyber-r\u00e9silience de la Suisse. Cinq objectifs strat\u00e9giques sont au c\u0153ur de cette d\u00e9marche : l'autonomisation de la population, la s\u00e9curit\u00e9 des services num\u00e9riques et des infrastructures critiques, la d\u00e9fense et la gestion des cyberattaques, la lutte contre la cybercriminalit\u00e9 et la coop\u00e9ration internationale. Le rapport de mise en \u0153uvre de la NCS fait \u00e9tat de progr\u00e8s \u00e9vidents. Ainsi, dans chacun des cinq objectifs strat\u00e9giques de la NCS, les projets en cours ont progress\u00e9 de mani\u00e8re cibl\u00e9e et de nouveaux ont \u00e9t\u00e9 lanc\u00e9s.<\/p>\n

Progr\u00e8s concrets dans la mise en \u0153uvre des NCS<\/h3>\n

Les comp\u00e9tences de la population, des entreprises et des autorit\u00e9s en mati\u00e8re de gestion des cybermenaces ont \u00e9t\u00e9 renforc\u00e9es par des mesures de sensibilisation et par la promotion de la recherche et de la formation. La campagne \"S-U-P-E-R.ch\" en 2024 et la participation de la Suisse au \"Mois europ\u00e9en de la cybers\u00e9curit\u00e9\" ont contribu\u00e9 \u00e0 sensibiliser le grand public aux th\u00e8mes de la cybers\u00e9curit\u00e9.<\/p>\n

La protection des infrastructures critiques contre les cybermenaces reste au c\u0153ur de la strat\u00e9gie. Des progr\u00e8s ont \u00e9t\u00e9 r\u00e9alis\u00e9s dans la mise en \u0153uvre des programmes de gestion des vuln\u00e9rabilit\u00e9s, tels que le programme Bug Bounty de la Conf\u00e9d\u00e9ration, ainsi que dans la cr\u00e9ation de centres de cybers\u00e9curit\u00e9 (CSC) sp\u00e9cialis\u00e9s dans des secteurs sensibles tels que la sant\u00e9 et le transport ferroviaire. La mise en place du Cyber Security Hub (CSH) au sein du BACS a en outre permis de d\u00e9velopper fortement l'\u00e9change d'informations sur les cybermenaces.<\/p>\n

En mati\u00e8re de normalisation et de r\u00e9glementation, l'ann\u00e9e derni\u00e8re a \u00e9t\u00e9 marqu\u00e9e par les travaux visant \u00e0 introduire une obligation de notification des cyberattaques sur les infrastructures critiques. Celle-ci est entr\u00e9e en vigueur le 1er avril 2025 et constitue la premi\u00e8re r\u00e9glementation intersectorielle dans le domaine de la cybers\u00e9curit\u00e9.<\/p>\n

Dans le domaine de la lutte contre la cybercriminalit\u00e9, la NCS encourage le d\u00e9veloppement de capacit\u00e9s sp\u00e9cialis\u00e9es au sein des autorit\u00e9s de poursuite p\u00e9nale ainsi qu'une coop\u00e9ration plus \u00e9troite au niveau national et international. Des plateformes telles que Cyber-CASE et NEDIK permettent d'identifier et de traiter plus rapidement les d\u00e9lits num\u00e9riques. Parall\u00e8lement, la standardisation des donn\u00e9es et des processus ainsi que des formations cibl\u00e9es devraient \u00e0 l'avenir permettre d'accro\u00eetre encore l'efficacit\u00e9.<\/p>\n

Au niveau international, la Suisse s'est activement positionn\u00e9e en faveur de la s\u00e9curit\u00e9 dans l'espace num\u00e9rique. Elle promeut le site de la Gen\u00e8ve internationale avec des initiatives comme la Geneva Cyber Week et renforce les efforts internationaux pour des r\u00e8gles contraignantes dans le cyberespace par sa participation aux processus de l'ONU et \u00e0 la Counter Ransomware Initiative.<\/p>\n

Le comit\u00e9 de pilotage NCS accompagne la mise en \u0153uvre de la strat\u00e9gie<\/h3>\n

La NCS a \u00e9t\u00e9 approuv\u00e9e par le Conseil f\u00e9d\u00e9ral et les gouvernements cantonaux (par le biais de la Conf\u00e9rence des directrices et directeurs des d\u00e9partements cantonaux de justice et police) en avril 2023. Comme pr\u00e9vu dans la NCS, le D\u00e9partement de la d\u00e9fense, de la protection de la population et des sports (DDPS) a mis en place en juin 2024 un comit\u00e9 de pilotage NCS (CP NCS) charg\u00e9 d'accompagner la mise en \u0153uvre et le d\u00e9veloppement de la strat\u00e9gie et d'informer chaque ann\u00e9e le Conseil f\u00e9d\u00e9ral, les cantons et le public sur l'\u00e9tat de la mise en \u0153uvre de la NCS.<\/p>\n
