Lorsque de nouvelles r\u00e8gles de s\u00e9curit\u00e9 sont d\u00e9cid\u00e9es au niveau europ\u00e9en, l'Office f\u00e9d\u00e9ral de l'aviation civile (OFAC), en tant que r\u00e9gulateur, \u00e9dicte les nouvelles r\u00e8gles de s\u00e9curit\u00e9 pour tous les a\u00e9roports nationaux suisses.<\/p>\n<p><em>Quelle est l'efficacit\u00e9 de vos nouvelles installations a\u00e9roportuaires ; existe-t-il peut-\u00eatre des tendances possibles en mati\u00e8re de s\u00e9curit\u00e9 des bagages \u00e0 main ?<\/em><\/p>\n<p>Peter Frei : Le contr\u00f4le de s\u00e9curit\u00e9 centralis\u00e9 est en soi op\u00e9rationnel depuis le 1er d\u00e9cembre 2011. Les voyageurs ne passent plus les contr\u00f4les de s\u00e9curit\u00e9 de mani\u00e8re d\u00e9centralis\u00e9e, mais directement apr\u00e8s le contr\u00f4le de la carte d'embarquement dans le nouveau b\u00e2timent de contr\u00f4le de s\u00e9curit\u00e9. Sur quatre \u00e9tages, 26 lignes de s\u00e9curit\u00e9 au total permettent un fonctionnement plus flexible pour r\u00e9agir aux pics d'affluence et r\u00e9duire ainsi les temps d'attente.<\/p>\n<p><em>Dans quelle mesure est-il possible de scanner tous les produits dangereux ? Quel est l'int\u00e9r\u00eat des contr\u00f4les al\u00e9atoires ?<\/em><\/p>\n<p>Peter Frei : Pratiquement tous les mat\u00e9riaux transport\u00e9s par les voyageurs peuvent \u00eatre contr\u00f4l\u00e9s par nos d\u00e9tecteurs de m\u00e9taux habituels, nos appareils \u00e0 rayons X et nos scanners. Les contr\u00f4les al\u00e9atoires nous permettent d'acqu\u00e9rir de l'exp\u00e9rience et d'affiner en permanence les processus de contr\u00f4le de s\u00e9curit\u00e9.<\/p>\n<p><em>Il arrive r\u00e9guli\u00e8rement que des inspecteurs cach\u00e9s d\u00e9jouent les barri\u00e8res de s\u00e9curit\u00e9. Comment ces actions ou contr\u00f4les fictifs sont-ils \u00e9valu\u00e9s - doivent-ils \u00eatre consid\u00e9r\u00e9s comme des tests de p\u00e9n\u00e9tration vis-\u00e0-vis de la police a\u00e9roportuaire ?<\/em><\/p>\n<p>Peter Frei : Pour des raisons de s\u00e9curit\u00e9, nous ne donnons pas d'informations d\u00e9taill\u00e9es sur notre concept de s\u00e9curit\u00e9 et nos m\u00e9canismes de contr\u00f4le internes.<\/p>\n<p><em>C'est compr\u00e9hensible. Il n'existe pas encore de prescription l\u00e9gale pour l'utilisation de scanners de s\u00e9curit\u00e9 en Suisse. Pourtant, on dit que de nouvelles technologies efficaces sont utilis\u00e9es dans le domaine du contr\u00f4le. O\u00f9 en est-on avec les nouveaux \"body scanners\" ?<\/em><\/p>\n<p>Peter Frei : Aujourd'hui d\u00e9j\u00e0, des scanners de s\u00e9curit\u00e9 sont utilis\u00e9s dans diff\u00e9rents a\u00e9roports pour le contr\u00f4le des passagers. L'a\u00e9roport de Zurich effectuera probablement cet automne une nouvelle s\u00e9rie de tests avec des scanners de s\u00e9curit\u00e9. On ne sait pas encore si ces derniers seront utilis\u00e9s \u00e0 l'avenir.<\/p>\n<p><em>Quelle est l'efficacit\u00e9 des scanners de valise par rapport \u00e0 la d\u00e9tection automatique de substances dangereuses dans les bagages \u00e0 main ?<\/em><\/p>\n<p>Peter Frei : Dans les bagages enregistr\u00e9s, le scannage fonctionne de mani\u00e8re automatis\u00e9e, mais pas encore pour le contr\u00f4le des bagages \u00e0 main. C'est pourquoi nous avons un contr\u00f4le en aval avec des scanners de type B. Un contr\u00f4le automatis\u00e9 des bagages \u00e0 main serait \u00e9galement possible avec d'autres scanners, mais ceux-ci sont encore en phase de d\u00e9veloppement. Ils ne sont pas encore \u00e0 l'ordre du jour chez nous.<\/p>\n<p><em>Des produits chimiques comme le t\u00e9tranitrate de penta\u00e9rythrityle (hautement explosif), voir l'affaire des \"contrebandiers de culottes de D\u00e9troit\", sont tr\u00e8s difficiles \u00e0 d\u00e9tecter. Comment la s\u00e9curit\u00e9 de l'a\u00e9roport s'est-elle organis\u00e9e en revanche sur le plan technique et infrastructurel ?<\/em><\/p>\n<p>Peter Frei : En utilisant diff\u00e9rents scanners. Je ne souhaite pas en dire plus.<\/p>\n<p><em>Enfin, il y a des situations extraordinaires dans lesquelles vous correspondez avec des unit\u00e9s de s\u00e9curit\u00e9 suprar\u00e9gionales, respectivement avec la police ?<\/em><\/p>\n<p>Peter Frei : Il n'y a pas d'\"unit\u00e9s de s\u00e9curit\u00e9 suprar\u00e9gionales\". Exception : en cas de crise, l'organisation de crise de l'a\u00e9roport de Zurich est mise en place, avec des repr\u00e9sentants de la direction op\u00e9rationnelle de l'a\u00e9roport, des repr\u00e9sentants de la police cantonale et de nombreux autres sp\u00e9cialistes et partenaires de Flughafen Z\u00fcrich AG. Il ne s'agit pas de \"contr\u00f4les de s\u00e9curit\u00e9\" en soi, mais de ma\u00eetriser un \u00e9v\u00e9nement et de r\u00e9tablir le trafic a\u00e9rien le plus rapidement possible.
