(54 ans) \u00e0 Baden AG le 4 ao\u00fbt 2019 n'a pas encore \u00e9t\u00e9 \u00e9lucid\u00e9e. Cette t\u00e2che incombe, comme toujours dans de tels cas, au Service d'enqu\u00eate de s\u00e9curit\u00e9 suisse (Sust). Mais les CFF ont pris des mesures imm\u00e9diates.<\/p>\n<p><strong>Protection anti-pincement d\u00e9fectueuse<\/strong><\/p>\n<p>Les Chemins de fer f\u00e9d\u00e9raux ont examin\u00e9 \u00e0 la loupe le processus de d\u00e9douanement existant (voir encadr\u00e9). Premi\u00e8re conclusion : il est s\u00fbr pour les collaborateurs et les voyageurs et a fait ses preuves dans la pratique.<\/p>\n<p>La protection pneumatique contre le coincement des portes des voitures unifi\u00e9es (VU) IV n'est pas tr\u00e8s bonne. Aujourd'hui, on sait que la protection anti-pincement a \u00e9t\u00e9 fatale au chef de train. Celui-ci est rest\u00e9 coinc\u00e9 et a \u00e9t\u00e9 tra\u00een\u00e9 par l'Interregio, avec des cons\u00e9quences mortelles. La force de fermeture aurait d\u00fb \u00eatre automatiquement d\u00e9sactiv\u00e9e, mais cela n'a pas \u00e9t\u00e9 le cas.<\/p>\n<p>Le probl\u00e8me n'est pas tout \u00e0 fait nouveau. Depuis 2014, on a compt\u00e9 86 voyageurs qui sont rest\u00e9s coinc\u00e9s dans les portes des trains, comme l'a expliqu\u00e9 Patrick Hadorn, responsable S\u00e9curit\u00e9 et qualit\u00e9, lors du point de presse des CFF de la mi-ao\u00fbt. Les passagers n'ont pour la plupart subi \"que\" des blessures l\u00e9g\u00e8res \u00e0 moyennes, deux personnes ont subi des blessures graves. En outre, depuis 2016, la porte s'est \u00e9galement transform\u00e9e en pi\u00e8ge \u00e0 coincement pour dix collaborateurs des CFF - dont six agents de train. Les blessures \u00e9taient de nature l\u00e9g\u00e8re \u00e0 moyenne, selon les CFF. Lors de la conf\u00e9rence de presse, ils ont indiqu\u00e9 que les voitures unifi\u00e9es IV sont soumises \u00e0 un contr\u00f4le de routine tous les sept \u00e0 dix jours. Plus encore : tous les 60 jours, chaque voiture doit faire l'objet d'une maintenance sp\u00e9cifique : par exemple, si les portes se ferment sans r\u00e9sistance. La protection anti-pincement est \u00e9galement contr\u00f4l\u00e9e de mani\u00e8re approfondie. Celle-ci est m\u00eame contr\u00f4l\u00e9e \u00e0 l'aide d'un bloc d\u00e9fini de trois centim\u00e8tres d'\u00e9paisseur. Les CFF effectuent en outre des travaux d'entretien sur les portes \u00e0 intervalles r\u00e9guliers : Les entra\u00eenements sont par exemple graiss\u00e9s tous les 240 jours.<\/p>\n<p><strong>Contr\u00f4le sp\u00e9cial : cinq portes d\u00e9fectueuses d\u00e9couvertes<\/strong><\/p>\n<p>Suite \u00e0 ce tragique accident, les chemins de fer effectuent d\u00e9sormais un contr\u00f4le sp\u00e9cial sur les presque 500 voitures unifi\u00e9es IV : Tous les \u00e9l\u00e9ments de s\u00e9curit\u00e9 des portes seront contr\u00f4l\u00e9s. Selon les CFF, cela prendra six \u00e0 sept semaines avant que cette mesure ne soit appliqu\u00e9e. Jusqu'\u00e0 pr\u00e9sent, on a constat\u00e9 que la protection anti-pincement \u00e9tait d\u00e9faillante sur cinq portes.<\/p>\n<p>Les chemins de fer analysent en d\u00e9tail l'ensemble de la technique de protection contre le coincement. Les premiers tests ont r\u00e9v\u00e9l\u00e9 un d\u00e9faut cach\u00e9 jusqu'\u00e0 pr\u00e9sent. Celui-ci a pour cons\u00e9quence que la protection anti-pincement des voitures EW-IV fonctionne certes en mode UIC, mais qu'elle r\u00e9agit de mani\u00e8re moins sensible que pr\u00e9vu. Les CFF ont entre-temps inform\u00e9 l'Office f\u00e9d\u00e9ral des transports et le service d'enqu\u00eate de s\u00e9curit\u00e9 Sust de ce d\u00e9faut cach\u00e9.<strong>\u00a0<\/strong><\/p>\n<p><strong>Retirer le type de voiture de la circulation ?<\/strong><\/p>\n<p>Sur la base des connaissances actuelles et de l'\u00e9valuation de la s\u00e9curit\u00e9 des CFF, il n'est pas n\u00e9cessaire de mettre les voitures unifi\u00e9es IV hors service, ont soulign\u00e9 les Chemins de fer f\u00e9d\u00e9raux. L'accident n'est pas li\u00e9 au vice cach\u00e9, selon l'enqu\u00eate Sust en cours.<\/p>\n<p>Le type de wagon concern\u00e9, achet\u00e9 dans les ann\u00e9es 1980, devrait circuler encore plus longtemps sur les rails. Les EW IV resteraient en service jusque dans les ann\u00e9es 2030 - mais \u00e0 partir des ann\u00e9es 2020, elles ne seraient plus utilis\u00e9es que comme modules de renfort avec les voitures de grandes lignes \u00e0 deux \u00e9tages IC2000.<\/p>\n<p>Les CFF font remarquer que le mat\u00e9riel roulant de la nouvelle g\u00e9n\u00e9ration disposait d'autres \u00e9l\u00e9ments de s\u00e9curit\u00e9 au niveau des portes par rapport au type de wagon EW IV, tels que des barri\u00e8res lumineuses et des capteurs.<\/p>\n<blockquote>\n<p>Voici comment fonctionne le processus de d\u00e9douanement<\/p>\n<p>L'agent de train donne l'autorisation de d\u00e9part au m\u00e9canicien de locomotive par SMS ou via la bo\u00eete d'enregistrement orange sur le quai et monte dans le train. Il actionne ensuite la fermeture des portes au moyen de l'ordre de fermeture UIC. La porte pour laquelle l'ordre de fermeture est donn\u00e9 reste ouverte. L'agent de train observe ensuite la fermeture de la porte suivante depuis l'int\u00e9rieur du wagon et ferme ensuite sa propre porte \u00e0 l'aide du bouton. La lampe t\u00e9moin de verrouillage dans la cabine de conduite, qui s'allume lorsque les portes sont ouvertes, s'\u00e9teint.
