The report "Mobile Communications and Radiation" published by the FOEN on November 28, 2019, does contain a comprehensive summary of the factual situation regarding mobile communications. However, the future development of mobile communications still remains completely open, as various options are up for discussion.

Only when it has been decided which option is to be implemented is it at all possible to draw up an enforcement recommendation for the individual building applications. But according to the schedule of the operators and the FOEN, the official enforcement recommendation should already appear in January 2020. So a decision on the option would have to be made in December. This puts us and the population in an impossible situation, because a public and politically explosive discussion during Advent and Christmas is an illusion. That is why a "marching stop now" is called for!

Hasty introduction of 5G

Looking back over the past few months, the first thing that strikes us is the incredibly fast pace of 5G rollout. Every day, at least three planning applications for adaptive 5G antennas submitted. In step with this, the population raises objections to almost every planning application and takes action against minor changes with all available means. Switzerland has by far the most 5G antennas in the world. What has been apparent for a long time is confirmed by the report now published by the FOEN "Mobilfunk und Radiation". Uncertainty is high at all levels, clarifications and studies are poor, which leads to the conclusion that the introduction of 5G was completely rushed.

Enforcement guidance for adaptive antennas is missing

Since it is necessary for the Communities is simply impossible to assess the planning applications, hardly any planning applications for adaptive 5G antennas have been decided on to date. With the help of the enforcement recommendation, the municipalities must be able to estimate how much the surrounding sensitive locations will be affected. Since adaptive antennas function technically quite differently from conventional antennas, it is necessary to come up with an much higher radiation exposure must be calculated. If more data is to be transmitted, an adaptive antenna must radiate more. An enforcement recommendation for adaptive antennas has not yet been issued.
